I think I've followed the correct steps to install Payment-as-a-Service prior to the Event Management installation. However, in the Event Management Post Installation Instructions I am not able to execute the Site Creation step. On my Salesforce account I am supposed to click Setup > App Setup > Develop > Site > New to create a public URL. There is not a "Site" link under my "Develop" link. Did I not complete a step correctly? Thanks?

Unfortunately you have to have a fully licensed SalesForce account for this. SalesForce took away the Sites portion to the 30 Day Free Trial that they offer. If your a certified 501(c)3 then you can register here: https://www.clickandpledge.com/trio/...Salesforce.asp for the 10 free licenses. That process usually takes 5-10 business days to complete. If you have anymore questions feel free to call into support at 866-999-2542.
