Right now I am the only person in my organization who can submit support tickets. We need to have 2 other staff be able to also submit tickets as I am transitioning in just supervison and we also need a back up person. Right now neither Salesforce user has the option to grant C&P access. They can only grant Salesforce access. What permissions or setting do I need to update in order for the dropdown menu to appear?

There is a lot of permission involved to grant login access from the user. You will need to contact SF support to get assistance.
