I am also unable to edit Registration emails using Chrome on Windows 11. It does work in Incognito Mode, Firefox and Edge. I have disabled all extensions and that does not help. I tried Version 106.0.5249.121 and then it updated to Version 107.0.5304.88 (Official Build) (64-bit) - which doesn't behave any better.

After I cleared cache in Chrome for C&P, it started working again.
I also found out that an easy way to clear cache for that specific page:- right click on the page
- select "Inspect" ( keep the Dev Tools window open for this to work )
- reload the page
- Press and hold the reload icon
- select "Empty Cache and Hard Reload"
