Simply uncheck the box for "Except if amount = zero" under C&P Settings > Opportunity

Is there a way around having to create $0 Opportunities? We would prefer not to do that.

Please note that we are assigning the Campaign member based on the opportunity creation. If you change the Opportunity settings under C&P Settings > Opportunities > to create the opportunity for dollar zero will address your issue.
In our latest release, we have changed Campaign behavior for opportunity product for Events. When Opportunity Product is enabled, the EVENT campaign will be assigned to the opportunity product (C&P Settings takes priority over this Setting). Attendees will become members of the Event Campaign.

Campaign Members not created for Event Registered Attendees since new release
I am seeing that registered attendees for free events in organizations which use products, but which do not create $0 opportunities, are not becoming Campaign members of the campaign specified on the Event Registration Level since the latest release. For one specific registration level/campaign, they were created right up until the new release was installed in the organization; no campaign members have been created since.
How can Campaign Members be created in this situation?
