As stated in the error message, you have to assign those permission sets to the user. Though it is an Admin user, there are few permissions that need to assign to the user. We have assigned the permission sets to the Development Mangt user.

Please ask her to check now and let us know if she found any issues.

Our new Development Manager is getting an error message when she tries to convert temp contacts in SF. She is a System Administrator user in SF so I don't know why this would happen. Here is the error message. I have granted you access. Our SF org id is 00DA0000000Zunn.
