It's working! Why did it say the user license doesn't allow access to C&P Events?

The permission sets which you were trying to assign won't work in Summer 21 release. We have new permission sets for that: PS-CnP-Event-ONLY-SiteGuestUser-CRU and PS-CnP-PaaS-ONLY-SiteGuestUser-CRU.
