$0 opportunity being created despite exception in C&P Settings for $ transaction

We are using C&P events for an event registration, but we do not want to create opportunities for people who aren't buying tickets (e.g. using a discount code and registering for free). The setting for creating opportunities is as follows. Why is the system still creating opportunities and those opportunities are being created for the Gross amount of $250 even though the registrant used a discount code and actually paid $0.

Except if Amount = 0

Gross - Discount = 0

We reviewed and it seems that the settings for opportunity creation were not the same as it is now. If you notice before 31st October, Opportunities was created with $0 and after 31st October there are no opportunities for $0 Transactions which clearly shows that the settings were not the same at that time.

However, you may check it by reposting the transaction by going to C&P Data of that respective order number, it will not create the opportunity for $0 transaction per the current settings (NOTE: while reposting, make sure to uncheck the box for Autoresponder).
