We need to REQUIRE that a "registration fee" of $15 be charged for every purchase (of several levels). I thought the "convenience fee" might work but it doesn't appear to be available. Is there some other way to do that?

Based on your request we added this feature in the upcoming release. Please see the feature as shown below:
The convenience fee does not work as you intend it as it is designed to be a transaction fee added as part of each item (level) purchase.
The additional payment field is set up to do this and by adding the default amount and the lock feature the purchase will always include this amount. Using this, as example above illustrates, a $35 fee is added to the entire purchase, regardless of what is being purchased.

Our expected release date is after Salesforce complete release of Summer '16 on June 11. The release will be the week of June 13
