In reviewing your instance we created an event by cloning of your events and all worked without any issues.
Here is what we see as could be an issue. Since we do not know the event you are testing the following applies to a few that we reviewed.
The following image shows that the email should go out if the Payment Type is: Free Event
This tells the system to send this email ONLY and ONLY IF the payment type is "Free Event". The payment method in your event are named:
With custom payment type we do text matching and the payment method used for the registration and the name as it is for the email has to match exactly - in other words "Free" is NOT "Free Event" as the two texts are different.
Please review your event and box office and make sure the registration has been made with the exact name as it is set for email.

If you still have problem please let us know the event name, the registrant name, as well as the Order Number that you are testing with so we can point out the discrepancy.
You have a large number of events. Which event is the one you have issue with? Emails for the attendees or registrants as defined in the "Registration Emails" will be sent upon registration regardless of the status as Temp or not.
As stated our tests all work and we received the email using Outlook, Gmail, and Yahoo as test emails. We typically test using these free services as it is a definitive answer to the deliverability of the email.
Please let me know the event name so we review it.
