Cannot add/edit custom questions to ongoing event?

There were levels set up for late registrations for an event and the custom questions were not added during setup. When I got to Registration sites/form fields/custom questions - click the edit icon - the question fills in at the top of the page but I am unable to add it to the new level. (I made the event inactive and tried as well)

Do I have to create new custom questions?

Yes- the questions need to be created again. The questions cannot be assigned to new level. To ensure modification of the question and not affecting all other levels the questions are simply copied for each level and new instance will be added for each level.
