One point that was missed in the previous post related to our observations.
Please see the following image:
When setting the discount plans it is important to choose which type of discount plan should be active for the event. The top pull down menu identifies which discount type you wish to have enabled. The system allows for addition of discount plans for both level and event but only one can possibly be enabled for each event.
Currently you have defined your discounts in the "Event Discount Plans" but have "Level Discount Plans" enabled. This may not be the behavior you are expecting. Please review and make sure this is the behavior you are looking for.
The UI has changed in the upcoming release in July '15 to make it more intuitive.
