Payment Process (Submit) Button Not Showing in Registration Page

For some reason, when you go to a registration and enter the Credit Card information, there is not a button to submit the payment.

See attached.

You had check the box "Terms Mandatory" and you had not entered any terms & conditions.

Once you set the terms as mandatory a checkbox is shown next to the Terms & Conditions. Once the checkbox is checked then the processing button shows up. Since you had no text in the Terms & Conditions the checkbox was also hidden.

We simply unchecked the mandatory and the processing button appeared.

The problem is we can't set a validation rule in the settings for not allowing saving if no term is typed. The editor has hidden characters and counting the number of characters is not a good indication of "no text". - not sure if I am clear. hopefully it makes sense.
