We have 14 Registration levels for our event. When I try to edit the order of them for the checkout page by dragging them to the correct order via the "Order Levels" button the edits never take. Is this a known bug? Is there a different way to edit the order that I am missing?

I think you are trying to re-arrange through an incorrect page.
This is where you can do this:
In the Event Custom Question related list click on "Order Fields"
In the "Order the custom Fields" page select the desired section:
In the "Reorder Questions" mouse click on any question and move it to the desired location:

This is the button I click to try and edit the registration level order.
After I reorder the levels and click submit they all revert to the order they were in before I started. I have tried this on multiple computers and multiple browsers. Doesn't seem to be an issue on my end that I can tell.
Please advise. We are planning on opening this event on Monday.

I just realized one thing after I posted the last answer. I tested your issue with our latest release 1.99 and reviewed the internal change log.
In prior version (Prior to 1.98) there was an issue with sorting more than 10 custom questions. In the latest release this issue has been fixed. Please upgrade to 1.99 which is now on appExchange.Regards,
