Processing Fees on Declined Transactions

I'm wondering if we are charged a processing fee on credit card and echeck transactions that are declined? There is a field on the C&P Transaction object called 'Processing Fee' and when we look at C&P Transaction records that have a Transaction Result of "Declined" we also see a Processing Fee for that transaction.
