We have identified the issue. Based on our analysis it seems that there are Alias' whose contacts have been deleted by a user who does not have access to the Alias object. See below:



Given the Alias is a child object of the Contact record it is standard practice to allow the Parent > Child relationship be taken care of Salesforce so if the parent is being deleted the child deletion follows. In this case the Contact has been deleted but the user must have had access to delete the Alias.

We have deleted these alias' and now it all works.

We are also thinking about how we can write a data cleansing routine that allows the system to identify orphaned records based on this observation.
