there are temporary contacts that I can not delete or merge because I keep getting different errors. Is there a way for them to delete them on their end

The order number in the question is NOT in temp contact, it has been processed from temp contact. Would you please share the temp contact order number as well as the ContactID you would like to merge with?

We reviewed and found that the reason you see that error because of the custom validation you have on Opportunity object:
You will need to deactivate the above validation and process the temp contact.
