Assigning the campaign later to the Transaction record will NOT fire the Autoresponder for next instalments. Whatever the info you have setup with, it will be the same until the goal has been reached. However, the only solution is to cancel the recurring and start new one with updated information.

But I added the campaign to the transaction record after the fact. If the recurring subscription does not have a campaign (i know that cannot be changed), does that matter. How exactly does that work with respect to recurring transactions?

We reviewed and noticed that the above order number doesn't satisfy the condition which the reason Autoresponder did not fire.
If you notice, the C&P Data of above order number doesn't have Transaction Campaign but the Autoresponder "Tucson Primary ATF Recurring" includes the Transaction Campaign:
