Apparently since June, we just have not had anyone complain about no receipt until now. Does something need to be enabled? I tried searching for answers but did not easily find anything- sorry.

The logging option was not enabled for the object in your instance so you do not have the log. We enabled it so moving forward you will be able to see it.
