Setup >> Administrator >> Manage Users >> Profiles >> Click on Edit in the selected Profile >> then at Custom App Settings check the apps that are needed to be accessible.

We tried to make the changes but the user through which we have been granted permission appears not to be an admin user. We are unable to make any changes.
The issue you are having for the user is the permissions. The profile is not set to have view permission.

You may easily grant them visible permissions to see those apps. If you wish for us to do this please grant us proper permissions so we can do this. Salesforce does not let us change this with the access level we have.
