User can't see Virtual Terminal for Opportunity Settlement

A user isn't able to see the virtual terminal when she clicks the button for Opportunity Settlement. She can see the VT if she goes to it directly. I am the same user profile and it works great for me. Any ideas? I attached a screen shot.

It looks like when it comes up for me it uses the namespace cnp-paas
