Is there a way to assign different custom questions to different forms within the same event?

Are you referring to the C&P Events? what do you mean by "different forms within the same event"?

You may assign the different questions to different Levels within the same C&P Event.

Is this something that needs to be enabled? Do you have documentation?

But when I go to the custom question section there is no Question Applies to section. Do we need to enable this functionality elsewhere? Please advise.

You may create the Questions for each Event and those Questions can be applies to different Levels within the Event but NOT to different registration site.
