US accounts handling international credit cards

Doing research for a potential client who gets many donations from international donors: If we have a U.S. C&P account, and someone from another country uses their credit card, can Propay process that transaction, or does it get denied because the credit card owner lives in another country? I read in documentation that we'd need different C&P accounts to handle Canadian or EU donations. But I'm curious if that is simply to allow for things to be displayed in the correct currency. We are not in the need to display things in different currencies, we just need to allow international credit cards to make donations. Any clarification on this topic would be helpful!

We accept international donations but block transactions from the countries as recommended by OFAC in response to current US sanctions.
