I posted in the upgrade channel that I needed a sandbox to be upgraded so that one of our C&P test accounts could be connected to it. Support said it was already upgraded. I attempted to connect them again and got the same error message that the sandbox needed upgrading. I think something might not be working with the C&P test account.
