Connect won't let me Charge a patrons card

So, we have an two events in C&P and if a patron signs up for both, they get a slightly reduced price during the registration process. However, a few people signed up for both separately and are now asking for the reduced price. So we've tried to issue a credit and then charge the card in connect. The first time I issued a credit and then charged the patrons card, it worked, but the for the 2nd and 3rd patrons, connect wouldn't let me charge their card. Is there a proper protocol for doing this? Is there a reason it would work for one persons card but not another?

Would you please login to the Connect and by simply using the Virtual Terminal, lookup the person and charge the card by using "Card on File" option:
