Add discount to products with options

I want to have a discount for a product with options that activates by quantity of 20 or more. Currently the discount only kicks in if they purchase 20 of each option and not 20 of the product. This worked before but now the discount is not showing up on checkout. Is this a bug or am I missing something.

Discount is applied to Product when product does not have option.
Discount applies to Option if the product has option.

Discounts do not apply to collection of options within a product. You will see this clearly when you define the product with option - since discount will not show up as option for a product but will show up as a setting feature for the Option.

This has always been a feature.
