Adding a new shipping rate with a scale of 0-1

We have an established shipping rate system that starts at $6.95 for a scale of between 1 and 4. But we've recently added a new item to our checkout pages that will cost much less to ship. We've tried adding a rate with a scale between .001 and 1 and then assigning the product a shipping scale of .001, but that doesn't work. (The shipping scale on the product reverts to a blank field once it's updated).

Is there a way to add a new, lower rate without having to rescale our entire inventory?

Yes, in case of scale, you can go with 0.01.

No, I'm afraid that doesn't work for us. It just reverts to a blank field and shipping options don't appear for it.

For products the shipping scale should be not less than 1, it has been designed in that way. Please set the product scale as 1 and test it, it should work.
