Unable to create free shipping option

We are suddenly unable to create a free shipping option for our checkout page. When we click "Submit" on the new rate, we get an error that reads "Error, check the shipping rate and scale range fields!".
This has not been a problem in the past - until today, we had two free shipping options that worked. But now, even the existing options give us an error message when we click the "Submit" button. Help!
