Recurring only / Recurring mandatory check-out page

I have a client who has a monthly giving program that we are creating a separate page for. If you check out on this page, you should be required to sign-up for monthly giving. How do I either remove the option for "No, do not repeat" or make the "Month" option be at the top of the list?

The wizard driven forms do not have the option for making the recurring mandatory. This option was removed a while ago (several years) since donors will signing up for recurring without knowing it resulting in high chargeback rates.
