Recurring options not working in the Virtual Terminal

I'm trying to use the recurring feature in the virtual terminal. However, when I'm in the VT, the recurring section does not have any options to select from. Do I need to turn it on somehow?

Are you sure the balance is over $0?

If the total is $0 the recurring option will be disabled.
