Custom Questions, Field placement?

Hello,

I am creating an advanced (catalog) check out page, and I am asking a custom question. The custom question appears on page 4 (of 5) during the check-out process, and is at the bottom left of the "Make Your Payment" page. Without getting into any code, is there any simple way I can change the placement of the custom question? I realize that software developers can customize the software, but I'm curious to know if I can change this item without developer skills.

The catalog pages (advanced) cannot be changed and the positions are fixed.

We are working on new designs as part of Connect which will be released later this year.
