catalogue page steps

Just curious - what is step 3 in a catalogue page? We have one created, but when we test, it skips from page 2 to page 4 for checkout. I cannot find anything missing that I added to the page, so what would be on page/step 3?

Step 3 is for tickets & name badges - if you don't have tickets or name badges it will be skipped.
