"Test" Order Mode Declining Transactions

I'm trying to run a test transaction (using the dummy CC#), and my tests are returned as declined. I've attached my XML (I've removed the account GUID & ID). Could someone please take a look and let me know what's going on?

Sorry for the trouble you are having. We found an issue that was causing this. Please test again and let us know if it works. Release 2.22.0.1 was just released addressing this with test transaction.
