Hi, is it possible to configure CNP on Salesforce to send email to a specific email address whenever there is a declined transaction?

I was confused as you referenced Salesforce.
By default, the main platform does not send any emails for declined transactions as our experience shows this can cause major problem if someone tries several times with different cards. Also in case of credit card attacks the decline messages we generate (after block) may literally crash your mail server, think about 50K transactions posting to your mailbox.
If you wish to receive a message you may set up an autoresponder in Salesforce.
Once a transaction posts to Salesforce, the autoresponder will be sent. You may set the email to receive the email as someone internal.

C&P uses an API call since it sends the email through our distribution system.
To answer your question-- Salesforce has a limit on emails that may be sent through the Salesforce SMTP servers. We do not use the SMTP servers of Salesforce so this limit, whatever it is, does not apply to us.
