I'm glad you found the problem! Does the same bug affect the To: email as well as the mail merge field substitution? In other words, does the email not send to the patron when the conditions line up as you described? I never quite figured out all of the symptoms.

Good day!
Based on our tests the email that matches first is used elsewhere. Our developers in that group have identified the "undocumented feature" and have an internal release that is being tested. We should have an update on Monday.Regards,
