Adding Handeling Fee to Website

We need to add a handling fee to checkout on our website. I have tested using 2 plugins and even added the code to the function.php file and the fee shows up on the WooCommerce receipt but is not being processed through click and pledge per the receipt generated by click and pledge and my credit card statement.

One of our developers reviewed and concluded that since this is not a native feature of WooCommerce, it is not posting to the API. However, they are considering this as feature Request and will implement in future updates. As of now, there is NO ETA.
