Is this the intended behaviour? I know my customers will be very confused by this. I assumed that a cart with zero total would hide the payment form and click&pledge would authorize the transaction using test card information behind the scenes.

Yes, that is an expected behaviour. Due to the WooCommerce limitations, we can't process the transaction without the card details. It required Credit Card details though the cart is having zero total.

I do understand that the transaction must be processed through the processor in order to land in C&P, but the current solution for zero balance makes no sense from a user perspective. I think a more complete solution would be to do what I suggest above.
If the balance is zero:
1. hide the payment form
2. change transaction type to "TEST"
3. auto fill card details with test card information.
This allows the transaction to be processed by C&P and entered into SF with no burden on the end user.
Let me know if we can get this in the roadmap.
