Behavior Change:
Pre-authorization quantity set to 1 instead of 0. In the prior releases the quantity for the item posted for pre-authorization was set to 0. This behavior, while not a problem in how a pre-authorization should behave, was causing problem for clients. The update changes the quantity to 1.
