Admin Portal 3.90: Addition of Swiper1 User Permission

New Feature:
Account Profile > Users > Swiper1 Login: A new user permission is available for Mobile Swiper1 login.

Prior to this release only users with admin rights could login to the Swiper1 application. With this release users may only be assigned Swiper1 permission so they can use Swiper1 but no other features in the portal.
